The annual code adoption cycle is an administrative rulemaking process administered by the BSC.
The following agencies may propose building standards (other than emergency standards) only via the annual code adoption cycle process:
- Department of Housing and Community Development (HCD)
- Division of the State Architect (DSA)
- Office of Statewide Health Planning and Development (OSHPD)
- Office of the State Fire Marshal (SFM)
