The regular rulemaking process is an administrative rulemaking process administered by a state agency other than:
- Department of Housing and Community Development (HCD)
- Division of the State Architect (DSA)
- Office of Statewide Health Planning and Development (OSHPD)
- Office of the State Fire Marshal (OSFM)
At any time, a state agency may submit proposed building standards, a notice of proposed action, and an initial statement of reasons to the BSC for approval. The state agency must adopt the changes within one year of the noticed date, and submit the adopted changes and records to the BSC for approval. |
