1998 Triennial Edition of CCR, Title 24

The 1998 triennial edition of the California Code of Regulations, Title 24 (California Building Standards Code) applies to all occupancies that applied for a building permit on or after July 1, 1999, and remains in effect until the effective date of the 2001 triennial edition.

You can examine a copy of Title 24 for free at depository libraries located throughout the state. You can also purchase a copy at various publishers and bookstores that carry technical books. Periodically, the BSC publishes supplements to Title 24, which are also made available to the public.

What's in Title 24?
The 1998 triennial edition of Title 24 consists of the following 11 parts:


Part 1 - 1998 California Building Standards Administrative Code
Contains administrative regulations of the California Building Standards Commission, and regulations of all state agencies that implement or enforce building standards.


Part 2 - 1998 California Building Code
Reflects major changes in building design and construction requirements relating to fire and life safety and structural safety. Volumes 1, 2, and 2B contain complete regulations and general construction building standards of state adopting agencies.

  • Volume 1 contains administrative, fire and life safety, and field inspection provisions, including all nonstructural provisions and those structural provisions necessary for field inspections. This volume is preassembled with Volume 1 of the 1997 Uniform Building Code of the International Conference of Building Officials (ICBO).
  • Volume 2 contains provisions for structural engineering design. This volume is preassembled with Volume 2 of the 1997 Uniform Building Code of the ICBO.
  • Volume 2B contains structural requirements for hospitals and correctional facilities, and seismic retrofit regulations for state-owned buildings. This volume is based on Volume 2 of the 1994 Uniform Building Code of the ICBO.


Part 3 - 1998 California Electrical Code
Contains electrical building standards of state adopting agencies. This Code is preassembled with the 1996 National Electrical Code of the National Fire Protection Association (NFPA).


Part 4 - 1998 California Mechanical Code
Contains mechanical standards of state adopting agencies. Standards relate to the design, construction, installation, and maintenance of:

  • Heating, ventilating, cooling, and refrigeration systems
  • Incinerators
  • Other heat-producing appliances

This Code is preassembled with the 1997 Uniform Mechanical Code of the ICBO.


Part 5 - 1998 California Plumbing Code
Contains plumbing standards of state adopting agencies. This Code is preassembled with the 1997 Uniform Plumbing Code of the IAPMO.


Part 6 - 1998 California Energy Code
Contains energy conservation standards.


Part 7 - 1998 California Elevator Safety Construction Code
Contains elevator construction standards.


Part 8 - 1998 California Historical Building Code
Contains alternative building standards for the renovation of qualified historical buildings or structures.


Part 9 - 1998 California Fire Code
Contains fire-safety-related building standards referenced in other parts of Title 24. This Code is preassembled with the 1997 Uniform Fire Code of the ICBO and the Western Fire Chiefs Association.


Part 10 - 1998 California Code for Building Conservation
Contains amendments to the Uniform Code for Building Conservation, Appendix Chapter 1, Seismic Strengthening Provisions for Unreinforced Masonry Bearing Wall Buildings, and references the 1997 Uniform Code for Building Conservation of the ICBO.


Part 12 - 1998 California Reference Standards Code
Contains minimum test standards required by the California Building Standards Code.
